Darren Moore says he was keen to move swiftly to secure the permanent signing of defender Cameron John.
The 21-year-old arrived on a two-year deal from Wolverhampton Wanderers on Friday, and the manager admits he was surprised when he heard the former loanee was available for transfer.
He said: “I was surprised he was made available to leave Wolves, when I got the phone call I knew we had to move quickly to bring him in.
“I’m really pleased to have brought Cameron in on a permanent deal, as everybody saw last season he has the qualities and desire to play at the highest level.
“To have him here as our player is wonderful to have, he adds good balance to our side and can play in more than one position.”
Moore believes the player’s attitude and desire will see him continue to improve while in a Rovers shirt.
He added: “He has the right temperament and that is one of the things we look for in any player, he will develop nicely with us and we will work with him to see that improvement.
“Everyone associated with the club should be delighted to have him back because there were three or four other interested parties.
“Because of his desire to come back here on the back of his loan spell that made us the best option for him.”
